What you will need is to install the Office Resource Kit and it may even be on the 2013 DVD.  In the resource kit, you will build an MST as a Transforms that has the definition of what you want to install, license keys, etc.  The wizard guides you through, it even shows you the command-line to do this.

In the MST and Transforms, the Wizard will automagically update to Office 2013 and remove Office 2007 for you.

It has been about three years ago when I last played around with this, but I am sure there has not been that much change with it.

Technet or GpAnswers should have specifics to deploy as a GPO/LGPO for this as well.

Look at the install registry key, then you can use msiexec -x {} or application name.
Another option is to use software deployment to republish/reinstall the existing version and then use the same method to install the new while removing the old.
