How to setup and configure ubuntu server for DHCP

I am clueless when it comes to Ubuntu. I have built a Ubuntu server and now need to configure it using a windows 7 laptop. I was told I need Nano? what is the easiest way to install a DHCP server and also edit the IP address ranges it supplies. Thanks!

Open up a terminal? what program do I need to connect to the server

I get the error unable to locate package isc-dhcp-server

Ok the reason for this setup was a trial run to edit a production servers dhcp settings and ip. I was able to edit the production servers details by using winscp edit the file and save it located in /etc/network/interfaces and dhcp config in /etc/dhcp/dhcpd.conf. The change worked
