do I need to manually install SSO ( single sign on ) prior to installing vcneter 5.1?

That is correct.  That and the Inventory service as well.
Before installing vCenter Server 5.1, vSphere 5.1 requires you to install vCenter Single Sign On and install the Inventory Service.
You can install vCenter Single Sign On, Inventory Service, and vCenter Server all on a single host machine using the vCenter Server Simple Install option.

Startup the Installer from DVD, and it will guide you as to what you need to install.
I would recommend using a remote database instead of hosting your vcenter database locally on your vcenter server for the sake of performace
