VSS Writers are not displayed even after registering all the compoents

I have a client where the Server 2003 32bit VSS Writers don't show. I've followed all the threads to register the components and the files are there. But I can't seem to get the writers to appear in VSSADMIN.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList
Ensure no Sid is updated with a .bak extension. That would need to be removed.

No .bak extensions

First you need to stop the below services to re-register the VSS components as keeping the services running would bound to cause failure during re-registration.

net stop "System Event Notification Service"
net stop "Background Intelligent Transfer Service"
net stop "COM+ Event System"
net stop "Microsoft Software Shadow Copy Provider"
net stop "Volume Shadow Copy"

Navigate to windows\system32

NOTE: Is very important that command prompt path is in C:\Windows\System32

Net stop vss
Net stop swprv
regsvr32 ole32.dll
regsvr32 oleaut32.dll
regsvr32 vss_ps.dll
Vssvc /Register
regsvr32 /i swprv.dll
regsvr32 /i eventcls.dll
regsvr32 es.dll
regsvr32 stdprov.dll
regsvr32 vssui.dll
regsvr32 Vssapi.dll
regsvr32 msxml.dll
regsvr32 msxml3.dll
regsvr32 msxml4.dll
net start swprv
net start vss

Note: If you receive any error while registering any of the above DLL file, please make a note of the error and the file name.

After the execution of above, run Vssadmin list writers and check the behavior.

Action-2:
Backup of subscription:

Take a backup of the subscription registry.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\EventSystem\{26c409cc-ae86-11d1-b616-00805fc79216}\Subscriptions]

We have determined that there is another backup solution that is blocking the use of the VSS Writers. Since we are fixing to migrate to a new server soon the third party backup solution will be omitted from the migration and we believe this will resolve the issue.
The Answer provided in this reply is most likely the correct solution but did not work in our cases. However I found it to be a common solution on various websites forums.
