Cisco Call Manager 7 configuration assistance

I need to put an IP outside our office space that a visitor can call to let us know they are here, and then we can go to the door and let them in.  I know a intercom and camera would be best for this, but isn't going to happen in the near future.  I've been tasked with setting up an IP Phone outside the door, but this phone cannot dial to the outside world.  I would actually only like this phone to be able to dial for example "2000" which is a hunt group that rings the administrative staff's IP Phones.  I cannot find a way to do this.  First of all, is this possible?  If so, can someone provide me some guidance.  Thanks.

Willy you are right on.  If we forgo having the 911 ability in the lobby, then the plar function would fit the need.
