Server 2008 EE R2 - Unable to run pgm, .exe, .msc, .cpa after updates and reboot

OS is Windows Server 2008 Enterprise R2 64 bit.

Is a domain controller.

Per client, ran Windows updates last night, rebooted and now am unable to run pgm, or access any pgm.  Trying to run cmd from RUN box, trying to run Active Directory Users and Computers, trying to run Windows Updates, etc.  Unable to get into any management programs.   When ever try to run pgm: get the following popup -

Get popup screen - Windows Security.   These files can't be opened.   Your internet security settings prevented one or more files from being opened.

First reset your IE to the defaults and try again.
Go to internet properties ->Just click the Advance Tab and  Reset to all Defaults.

If that don´t work try the following IE Options

If that don´t work let us know to start looking on the registry.

Found Problem.   Problem was a corrupted profile.  Was able to create another administrator account and log in under the new credentials.
