WSS 3.0 to SharePoint 2010

Moving to SP2010 using the detach/attach method.
Ive read all the info on the web and asked some others in my field on the process but one step is missing.
Created 2010 Farm (sp2010 and SQL are 2 servers)
Attached OLD wss 3.0 DB

But no mention of the website - Do I just create a new web application and link it to the attached DB?

You need to create a Web Application and Site Collection first..
Then attach/mount your DBs.

Do I need to use powershell to mount after Web Application and Site Collection or should I do it in Central Admin?

Mount-SPContentDatabase -Name <DatabaseName> -DatabaseServer <ServerName> -WebApplication <URL> [-Updateuserexperience]
