Windows 8 going to blue screen

my ultra thin laptop going to the blue screen . how can i get the last knon good con and safe mode options ?  try that f8 nor luck , f12  or delete key

please telle the best ay to move forward

Toshiba ultra thin laptop and power button is blinking even we switch off the laptop

you can copy the dmp file by booting from a live cd :
