PC not assuming correct subnet

We have this CISCO ROUTER e2500 for our home network using the routers settings for DHCP starting at 192.168.1.100.

This is a link to the router description http://reviews.cnet.com/routers/linksys-e2500-multiple-user/4505-3319_7-34535355.html.

My laptop is Windows 8 and continues to reconnect on a different IP and subnet 192.168.?.? instead of 192.168.1.?  This generally means no internet despite the fact that it is connecting to my wireless settings.  What might I be missing?

I forgot about roku.

That must be serving as DHCP.  Now I just need the IP of the ROKU.

This little device here http://www.roku.com/ serves as a wireless router and must serve also as a dhcp server.  I'm not sure but I think that's what is wrong but I am trying to find the notes on it so that I can find the ip address of the configuration page and login to it to disable DHCP.

It is plugged into my cisco device but I never thought to disable it as a wireless device.
