could I put this after or before

I can not put this in the head because I am using a include header file
and do not want to block all files

No.  The <head></head> is the only correct place to put that.

You can put that html code after <head> tag  (before </head> tag)
 like,   <head> <META NAME="ROBOTS" CONTENT="NOINDEX, NOFOLLOW"> </head>
the answer will depend on your CMS. If you run concrete5 each page has its own "Header Extra Content" its basically a box you can past code into to only effect the single page.

The meta tag goes in the head.  Anywhere else fails validation.

If you truly do not want data to be indexed, do not put it online.  If you don't really care much one way or the other, you can put data online but without any anchor tags that link to it.   For example, you could put a document online and email a link to a friend so they can see it.  The document will not be discovered by the search engines, until your friend posts the link on Facebook, and then all the world will see.  If you want the data to be found, create a wikipedia article that incorporates it by reference.
