Call Manager 8.0.3 - Extension Mobility Problem

I have a Publisher and a Subscriber running CUCM 8.0.3 it has been in place for 4 years. This morning no one can login or logout their phones. It's not too much of a problem as everyone is currently logged in, however, it will start to be a problem as alot of people travel between offices.
So far I have rebooted the servers, I rebooted the PUB waited for it to come up, verified it was up. I then rebooted the SUB, I was expecting the phones to "flip" to the PUB but they didn't so I think this may also be a problem. After both servers were rebooted I still get "Login Unavailable (208) error on the phones.
I have also stopped and restarted the extension mobility service.
I have also tried to backup the servers via DR but this is telling me I have no devices. I think all these problems are related . At the moment I just want to be able to get extension mobility working again.
