Which MVC version are you using?
Are you using IIS 7.5+?

Can you give us some more detailed information about the application?

Mostly when there is a 403, the modules for wildcard mapping are not initiated or the .NET version is not correctly registered to IIS.

I tried aspnet_regiis -iru but no affect.
If I run the app and point at a .htm file, it serves it up.  When I try any .aspx file, it gives the forbidden error.  Changed contents of default.aspx to following:

Yes.  This is the first MVC site, but many other asp.net sites are running on this box.

Can you remove all the MVC code content and just keep the default.aspx you are trying to get it to work? If IIS even doesn't serve .aspx, some configuration is in the way or something is wrong in IIS.

Couldn't make work by configuring iis.  Installed on IIS 6, and then synched the site with IIS7 using msdeploy..  This worked.  There is obviously something in the UI that cant be configured.
