how do you restrict active directory download file size

How do I set a restriction on the file size users can download?  
We are using Windows 2008 R2.

Proxy server solutions could provide the solution you are looking for.   I don't believe there is any GPO that could do what you want to accomplish.

ditto, there is no setting in AD to apply restriction on IE file download. It needs to be checked on network side or the web filtering software that you are using.
look at the restriction policies for windows server 2008r2: http://technet.microsoft.com/en-us/library/hh994606.aspx
