Access to any mailbox for administrator in Exchange 2010 ... sed tohave this in eXCHANGE 2003

I have added my admin account the DO and necessary users groups so that i can administrate the network environment.  In 2003 I could access any email box to help trouble shoot, in 2010 I thought I had it set correctly but after removing the legacy exchange server I cannot access any mailbox except the mail I have direct security with.
Can I setup global access to review emails and monitor users use of the 2010 mail server?
