What is the confusion? you can create a software restriction policy and aplly this to an OU via GPO.

Step 6. Linking the Policy to a Site, Domain, or Organizational Unit
To link a GPO to a site.
Use the Active Directory Sites and Services snap-in.
Right-click the site, domain, or OU to which you want to link the GPO, and select Properties.
Select the Group Policy tab, to create, edit, and manage GPOs.
To link a GPO to a domain or OU,
Use the Active Directory Users and Computers snap-in.
Right-click the site, domain, or OU to which you want to link the GPO, and select Properties.
Select the Group Policy tab, to create, edit, and manage GPOs.
Filtering
GPO filtering can be done at this stage. You can have a portion of an OU receive a GPO by filtering based on group membership. You can also filter based on a WMI query.
