Opening a menu item in a new browser window/tab

Is there a way to open up a menu link in new browser window/tab.   I have added an additional menu on the top, but the links are to external sites and I would like to have them open up in a new window.

Yes, this is built into WordPress, but disabled by default.

Go to Appearance | Menus and then select the "Screen Options" from the upper right hand corner.  Under that menu you will see a "Link Target" checkbox.  Check it, close Screen Options and then you can add or modify menu items and choose for them to open in new windows/tabs.
