What Exchange 2010 role group will allow a user to only mailbox enable a user?

I believe Help Desk is the role that you are looking for. This role allows users to create and modify Exchange Recipients.

It was actually the Mail Recipient Creation and Mail Recipients roles.  Also, my other issue is the user that will be enabling mailboxes is using a workstation that is Windows7-32bit, I'm unable to install the Exchange Managment Console on this workstation, as it requires a 64bit machine.  Is there an easy way, or other method, without elevating user access or setting up a RDP access to a machine that has the EMC? I'm also open to 3rd party software that can be installed on the 32bit workstation.
