I need to be able to create and manage reports on the SSRS server.  My sys admin has my permissions set to datareader and I need to know what permissions I need to be able to write reports and manage the distribution.

See attached screen shot.

Those are not the permissions you should be checking.  Assuming you're using a native mode SSRS server (not SharePoint-integrated), you'll need to have Content Manager rights on the folder in which you need to deploy/manage the reports.  Or on the Home folder if you want this for the whole server.  These rights are set through Report Manager.
