Website: Possible to Show an Agreed Page if Hosting Server is Down?

If a my website hosting goes down, is it possible to somehow show a default 'maintenance' page showing some text and images?

If it is, what's the best way of handling this?

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

No, if the hosting server is down there is no server to show the page.  While sites like Google have many servers, most of us on shared hosting only have files on one server.  When it's down, it's all down.
