File upload missing "tmp_name" in $_FILES

Colleagues: Thanks in advance for your help!

I have a script on GoDaddy that runs PHP 5.3.24.  When I upload a file, in $_FILES I get upload error code 6.  "tmp_name" and "size" are both empty strings.  This process worked for us on PHP 5.2, and stopped working in the PHP 5.3 upgrade.

I've referred to these man pages, without finding any helpful explanation.

Does GoDaddy have to restart something for my php.ini to change?

Here is my php.ini:
register_globals = off
allow_url_fopen = on

expose_php = Off
max_input_time = 1800
max_execution_time = 1800
variables_order = "EGPCS"
extension_dir = ./

precision = 12
url_rewriter.tags = "a=href,area=href,frame=src,input=src,form=,fieldset="

log_errors = On
log_errors_max_len = 1024
error_log = error_log

display_errors = Off

session.bug_compat_warn = Off
session.bug_compat_42 = Off

session.save_path = tmp
upload_tmp_dir = tmp

magic_quotes_gpc = Off

Give me the short version of your code and I'll run it.  I have access to several accounts on Godaddy.

Thanks, Dave.  I'll set up a simple test.

My 'new' account with PHP Version 5.3.24 shows "post_max_size      33M" and "upload_max_filesize      32M" if that makes any difference.  I also see "upload_tmp_dir      /tmp" where you have "tmp" without the slash.  ??

Here is the SSCCE.  Works on my host; fails on GoDaddy account.

<?php // RAY_temp_upload.php

$form = <<<EOD
<form method="post" enctype="multipart/form-data">
<input name="myFile" type="file" />
<input type="submit" />

echo $form;

Let me try the slash... We had troubles with PHP sessions because the default path was ./tmp
