How to implement free WIFI in a cafe

Hi, I'd to implement free WIFI for a cafe's customers. The cafe has internet connection already and a router, but how to implement a login page for customer to accept the Terms and Conditions  and input the password before they can access internet?

This thing is called 'captive portal'. Have a look at http://pfsense.org - this is a firewall featuring captive portal (free).

Also, Sputnik is a well known (commercial) implementation, they have some readymade devices for sale; http://www.sputnik.com/

DD-WRT, witch runs on many off the shelf routers can do this.

Both you have options for a ticket system and various other ways to limit access. Also make sure to implement some kind of QoS and limit traffic per user.
You can easily do it using Mikrotik software, a few APs and a switch.
A licence of ~35 USD is required for MT software.
