difference between Public Groups in OWA and distribution groups

Anyone to explain the difference between Public Groups in OWA and distribution groups. when should I use one and not the other.

Distribution Groups are used to manage groups of people which are typically driven based on departmental structures and have administrative requirements. Public Groups are groups that people can freely add or remove themselves if they are interested in receiving notifications about a specific topic or something of that nature.

Example - Public Group about "Cats" if someone wanted to get updated information regarding Cats they could add themselves to this group without any administrative interaction. Users are able to remove themselves at anytime.

That sounds like RSS feeds....

ok...if a user creates a public Group, they would be able to add members from the company only? from the Global IP address .

Public Group and Distribution group as i see you are thinking are the same as they have a manager\Set of folks to receive emails ..... there is a difference in Distribution\Security groups as in terms of AD\Exchange functionality.

What you say is simply through OWA you can manage Groups you have created or manager of .... whereas from Exchange if Admin you can manage\administer all :)

let s say a user wants to create a public group, he will go to OWA any create the PG.
Then regarding the members, will the user be able to add members from the domain only or can add members from out side the company...?

because with distribution list, you can add members only from the domain.

You can add any account that exists in AD ... if External create Contact and add
