Outlook 2010 is trying to retrieve data from the exchange server

We have a user at another office that gets this error at random. The error states "outlook is trying to retrieve data from the microsoft exchange server" and an hour glass pops up on the outlook icon. The comes up at random, sometimes it will be when he clicks to create a new email, sometimes it happens when he goes to open an email (without any attachments), When the error pops up, his outlook hangs for several seconds. He is running oulook 2010 with all of the proper service packs. He is in an office that is separate from the mail server and the two locations are connected via MPLS. Originally, we had the two buildings connected via a point to point T1. He said he NEVER had this issue until we switched from the Point to Point to the MPLS solution. However, it doesn't make sense because the MPLS connection is actually faster and I don't see any sort of packet loss going on and the ping rate is very good. Please help! We are running on an exchange 2010 server.

I forgot to mention an important point - this is not the only user that experiences this problem at this location. Most users use citrix and therefore don't see the problem but any user that uses outlook locally on their desktop at the remote location sees this problem.

The Name mentioned in that Popup is Nbios or FQDN ?
