Remove mandatory pin lock on phone, phones still requiring after policy changed

I changed the default policy on the activesync properties to not require a pin.  I setup my phone on it as a test and it did not force me to.  Other users that had previously connected when the settings were on/default are still being forced to do so.
Removed the exchange account from the phone and set it up again, it should get the new policy but doesn't seem to be as its still forcing the lock.
ANy ideas?

The behaviour will vary by phone. Some phones will still maintain the previous settings, others will not. It depends on the implementation of ActiveSync.

Usually the only way to deal with it is to remove the ActiveSync profile, remove the password, then add the ActiveSync profile back in again.

Turned out to be stuck "on" the phone itself so the user called manufacturer and got it removed.  Removing the policy doesn't remove the settings from the phones for whatever reason.
Question has a verified solution.
