edit cmd removed from windows 7

The edit cmd was removed from windows 7.  How do I get around this.  When I open the file in notebook it will not allow me to save it.  I change the security on the folder, but that didn't work.  the file that I need to alter is:

Run notepad in elevated mode (as administrator):

Right click your notepad shortcut while holding down the shift key and then run as administrator.

Never mind I just copied the file to the root directory altered it, and copied it back over using the command prompt and that worked.
