Where to put

I have been told that I need to specify a public DNS server IP address, in the DNS Manager properties for my local DNS server. This should be under forwarders. Is this true? How do I do this (or what are the steps)? If you have website links that show the information, kindly post. Thanks in advance.

never needed to use a public forwarder but sometimes you need to configure one internally in certain circumstances.  good example is my last position.  had a company acquisition and contained the forests of both companies.  in the beginning, setup a conditional forwarder for the other domain pointing to their dns server to resolve internal names

this is how to configure a forwarder

If you right click your DNS server in DNS management and select properties you will see the forwarders tab (see screenshot)

If you don't do that the DNS server will by default use the root hints (also a tab there) to try and resolve names it doesn't know.  It is common to use forwarders.

Just to add to Mike's comment, it is recommended to use Forwarders (local ISP DNS Server) becuase if it relys on Root Hints searches will take much longer.
