Formula to count all occurances in a database which meet criteria

I need a formula to count all occurrences of each number from to 10 found in the data for each control.  (I've simplified this, in production the numbers range from 1 to 70)

 For example, how many times was 1 found in one of Groups where the Control was 11.  
I think I need some combination of dcount but I couldn't figure out how to have it return results from multiple columns.

Attached is a sample data table and the desired output table.

I've replaced your headers in row 18 by the control # only and used this formula:


If you really want to have Control in the header, use the following formula, though I'd suggest keeping the numeric value and potentially using a custom format as "Control " 0 if you want that displayed.
