"Convert" SPLA licenses to OpenLicense

We have couple servers rented from a cloud provider and billed based on SPLA licensing, those server run Exchange, Terminal services and SQL and of course include the basic license and user CALs for Server 2008 R2. We need to move the servers to our own infrastructure but cannot spin up new server and migrate data, there is just too much going on. We would like to make copies of those servers, buy all the licensing and CALS  and host them on our own virtual infrastructure. Is this scenario supported?

The core product isn't different.
Therefore there is nothing to change in the product itself.
In the event of an audit, if you had all the licences and it matched what you had in place, then you should probably be ok.

Windows and Terminal Services are the only things that require activation, so you could put your own TS keys in to the licencing server and remove the ones that were there before.

Windows - that depends on how the licences were done. If the host has a KMS server then you will need your own of that.

HOWEVER, I am not Microsoft, I don't work for them and I am not a licencing specialist.

The only people who can give you an answer that you can depend on is Microsoft. Not a reseller, not someone on a forum, Microsoft themselves. Get it in writing.

Had you bought these licenses ? As I see, you had rented servers and payed some part of your maney for provider's spla. You have no any licenses. SPLA is an addittion to base license to have the right The product to be leased.

we are paying small monthly fee for base Win Server OS licenses, Exch incl CALs, RDS CALs. Once we move the virtual servers to our own physical host we will buy the licenses to be compliant
