virtual disk shrinking

reading the vmware security guides it recommends preventing virtual disk shrinking, it states: "Normal users and processes—that is, users and processes without root or administrator privileges—within virtual machines have the capability to invoke this procedure". Is this referring to guest OS users and processes? How can you list which users can do this?

Yes, it's referring to Guest OS and also vCenter Server Administrators.

These users would be part of your Administrators you have assigned to vCenter Server.

Normally Local Administrator Groups, and Active Directory groups.

VMware Tools, but has since been removed, and was never supported on VMware vSphere.

VMware Tools exists, but the Shrink function has been removed!

VMware tools still exist and can be installed on VMs but the feature has been removed from the VMware vSphere client to shrink disk. It may still be a feature if you have a vCenter server.
