Satellite broadband load balancing

I've got a customer asking me about installing satellite broadband in the UK. He has rubbish ADSL download speeds (on an industrial estate in West London - hardly the back-end of nowhere!), so he's trying to boost his speed by putting in satellite broadband.

However, to get rid of the annoying ping time, he's looking for a router that can load-balance intelligently between ADSL for the most part, and then downloading via satellite when a boost is needed.

Does anyone know of such a device? I'm looking at the Draytek Vigor 2830, but don't know how intelligent it is at load balancing. Anyone out there with any experience to share?

Bad plan!

West London has plenty of better solutions than Satellite, at a fraction of the cost.

Dump ADSL and use FTTC.  BT have it all over West London, it's around the same cost and it's usually at least around the 20Mbps mark at a minimum.

Draytek routers are great and they do failover perfectly.  Unfortunately balancing isn't that great if you use different types of link.
