First, I think the Apply to Folders only starts at Computer. So I have done that (I always do) and most everything comes up as Details because that is the way I want it.
Second, Users is part of Computer, so navigating down to Users and below keeps my detailed settings.
So then back to Libraries - the top level Libraries does not honour this setting. That is why I said 90% because I don't think you can set Libraries along with Computer settings. I have not been able to.
xPlorer2 displays Libraries like my other folders. That is one reason why I use it.
I think that is about all you can do with native Windows Explorer in Windows 7. Microsoft improved Windows Explorer in Windows 8. If looks more like you want.

@nobus - Thank you very much and I was happy to help.
I see a lot of your posts here and I think you might be happy with xPlorer2 Pro. It is cheap and you can set it up very flexibly and save all the settings in a file to restore your setup. It is just a very good tool.

also - i asked FOR ALL folders on the C: drive - so i can do it in one operation, not having it to do for different libraries, and whatevers MS fixes us up with
