This appears to be setting the Documents/My Documents folders to a path on the network based on the individual users' usernames.

So, for instance, a user with the login name JSmith would find that his My Documents folder (instead of being in C:\Users\JSmith\My Documents) is instead stored at \\Compuserdata\userdata$\Jsmith\MyDocs.

Does that mean any user member of this group: Mydomain\xsz_FolderRedirect

his documents/music/pictures/videos will be moved to this folder:

users who are not members of xsz_FolderRedirect, will not be affected ?

Yes, that is the intended purpose of this.

As you have appplied filtering that GPO should be applied to Mydomain\xsz_FolderRedirect  group so members of this group will have folder redirection policy other user who are not the memebers will not have folder redirection policy.More see this KB:
