offline folder GPOs

We have 2 GPOs one enables offline folders for computers and users and the other disables the use of offline folder for computers and users.

I mean on each GPO

at the computer configuration or user configuration: Network/Offline Files
one GPO enables
and another GPO disables

so which one will be applied, since there is no filter under the scope.

any help will be very much appreciated.

All depends on which OU in active directory it is tied to and where it is in the hiearchy.  GPO's have a cascade effect depending on placement.

they are both linked to the top domain.

Applied at the domain level...that s what confused me

Group Policy processing and precedence

If the user and computer policy is in conflict computer will take precedence.You also need to check the order of the policy how they are processed.

It seems you have applied conflicting setting remove the unrequired GPO.
