Windows 8 - Cannot Browse web. PING OK.

Cannot browse in either IE or Chrome.  Ping public sites OK.  User saying uninstall 'some program'.  Not much information.  Restoring to the previous restore point didn't help. Tries twice to the previous and first restore point.
Please help.

Run System File Checker:

Click Start,

Click All Programs, then Accessories,

Right click on the Command Prompt option,

On the drop down menu which appears, click on the “Run as Administrator” option.

If you haven't disabled User Account Control (and you shouldn’t!) you will be asked for authorisation. Click the Continue button if you are the administrator or insert the administrator password.

In the Command Prompt window, type: sfc /scannow,
press Enter.

Did a reboot fix it?

 System File Checker could help speed things up. It checks that all Windows files are present and not corrupt. Replaces them as necessary.

You need a Windows installation medium to enable SFC to make repairs.
