Internet Explorer cannot access https secured websites

I recently upgraded my PC from Windows 8 Pro with Media Center to Windows 8.1 Pro with Media Center. Initially I could access all internet web sites. The internet web page showed that I am connected to Internet Explorer 10 which in actually was Internet Explorer 11. After rebooting the PC I discovered that I could not access Https secured SSL web sites like Yahoo Mail, Hot Mail, and even Face book and of course Bank SSL websites. However I could access Yahoo mail through Microsoft Outlook 2010. This was frustrating for me so I tried to correct the fault. I went to the content page of Internet Options and cleared the SSL state and also reset the Internet Explorer by going into the advanced Options but with no solution. Two other computers of my also were upgraded from Windows 8 Pro with Media Center to Windows 8.1 Pro with Media Center but they do no have any such problems.  How to rectify that Internet Explorer does not go to SSL secured https sites? Is it possible to copy & paste the settings of Internet Explorer 11 from a PC which does not have such problems?

Surprisingly Google Chrome & FireFox  also exhibit the same problems

Out of interest does internet explorer have the same issues if run as an Administrator? -

Right click the Internet Explorer icon and choose "Run As Administrator

Check if your clock/time zone are set correctly, this can cause problem with SSL

Clock/time zone are set correctly & synchronize with Internet Time. Running Internet Explorer as an Administrator makes no difference.

Do you happen to have norton installed? If so completely disable it or uninstall reboot try again.
If you don't have norton try disabling your antivirus/firewall and try again.

What I did was that I restored Windows back from an image which meant Windows Seven. Since it was a multi-boot I took care to dual boot only as before and then upgraded to Windows 8.1 Pro with the internet explorer going to Https site again. I do not know what went wrong. There is so less literature on Internet Explorer 10 or 11 not working properly even from Microsoft sites.

The internet explorer & Google chrome could once again access Https/secured web sites. The literature on why internet explorer & other browsers are not working properly is scanty to come by is better to call it a day and restore Windows from a good image.
