on outlook 2010 , a meeting request from Secretary of a manager is gone automatically . (delegate of the manager) ,  before one minute same meeting came to the manager from another manager

is it possible outlook sends a meeting request to so many people without any action or without sending

The invite could have been deleted by the originator and then recreated to the other participant.

Since the mail/calendar is actually on Exchange and Outlook just pulls the information from there.. when you cancel a meeting and send the cancellation.. exchange can see it was not accepted yet and remove from any mailbox the request.  Then I would assume the meeting creator just created a new one to different person/people so it showed up in their box instead of the first persons box...

I am assuming based off the facts your gave.
