Folder not publishing

I have a working project. I added a New folder called docs. I Added files to the folder.
The properties of the folder indicate it will be included in the project. The properties of the files indicate they will be included. I do a Build. When I Publish locally or to the web the folder is not included.  The files are .PDFs.

What am I doing wrong?

Is the Build Action for each file set to Content?

That did it.  Is there a book that explains all these VS2010 details?
