Restricting Emails

I have been tasked with setting permissions on emails (cannot forward) before they are sent.  I found there is a feature inherit in Outlook 2010 that will allow these setting Information Rights Management.  

The problem is when I open a new email, the permissions section on the ribbon is greyed out, see picture, so I can't set the permissions.

I tried editing the Ribbon, but Permissions is greyed out there also.

Can someone help me figure out how to enable this feature.

Is it also greyed out using the File --> Info tab ?

I have Move to Folder and Properties under info, I do not see privacy.
