Remote Access Connection Manager service

I cannot start the Remote Access Connection Manager Service and therefore cannot connect to my VPN.  I get Error 20: Cannot find the device specified. I have already run sfc /scannow and came up clean.  The OS is Windows 7, 32 Bit.  I have checked numerous support forums and cannot find what device it is looking for.  Any ideas would be greatly appreciated.

Hello..I have tried restore points to no avail.  I will try a registry cleaner and see if that does the trick.  Thank you.
