Information on geographic information system

hi,

Please suggest me sites related with GIS (geographic information system) mentioning the process,the pre-requisites and the basic knowledge required for creating a gic project.

Since i am new to this term i had gone through wiki but unable to find the above mentioned.

Since i am new to this i came accross various desktop/web  application like grassgis etc

What i need is
1. Development Process in general
2. Compare maps (old and new)
3. Methodology

thanks for the link ,can u also help me out in providing the link to good tools which can compare two GIC maps, like for example

I have an map of a society 2 years ago which i need to compare with the current map to check the no of increased flats in the society.

I hope i am able to communicate my requirement,
