Outlook 2010 on Exchange New Email Notification Sound Erratic Behavior

One of my users is reporting that the new email notification sound is not sounding all the time, only sometimes.

I went to Outlook Options > mail and message arrival has Play a sound checked. as well as all the other Message arrival items except (enable preview for Rights....)
