Cisco 5505 enable password fails new user priv 15

I just created a new user with priv level 15.  I can SSH to the ASA and get connected but the Enable password does not work.  I have to use either of the old users to get the enable to accept.  Am I missing a step to allow a level 15 user to use the enable password?

If you're using aaa to authenticate, the user's password is also used for 'enable'.
