CoCreateInstance error with App-Virtualization

My company designs a back end programming kit that is used by Banking Teller packages.  We have provided an update to one bank and they said that they need to wrap the update inside an App-V package.  They say that when they run the update in a local installation, they have no problem using it but that when they try to build the App-V package using the update and run it, they see the following error:

Com Error
DistributionDBAPI CoCreateInstance error.  GTAuthBusObjects.WorkstationPrefAuthBusObj.1

We are out of our element with this one.  I am not even sure what is the purpose for App-V.  Any ideas what could be causing this type of error?

They are installing on a 2003 server they say.

Problem was found to be related to a dll file that needed to be re-registered after we installed another component.  Reportedly, the dll was fdauthdbapis.dll.
