I currently have four Win7 / 8 PCs and want to make a "home network" with one SERVER for domain controller, active directory, file server, dns, etc

What is the cheapest Windows 2012+ server option I have that also provide 5 CALS so my 4 PCs can connect to the server ?

I already have a bare-bones 64bit server I want to install the OS onto.

Unfortunately, sonnysagar is incorrect.  Foundation is not an option UNLESS you BUY A NEW SERVER.  Foundation is only available pre-installed on a low end server.  Then it maxes out at 15 users.

You could look into Windows Server 2012 Essentials - it's about $500 +/- $50 and includes Workstation Backup which for a home network could be VERY handy.
