Is your custom keyboard listed under System Preferences->Keyboard->Input Sources?
Or under System Preferences->Language & Region->Keyboard Preferences?
Or under System Preferences->Accessibility->Keyboard?

Hey OZO, the issue is that it not exist at any place.
In mountain lion, i just pasted my custom layout to /Library/Keyboard\ Layouts and it allows me to choose it from input source.

Now, it just not work. Permission etc is ok.
