Remote Desktop from Email

I would like to set up a solution so that users can clink on a link in their email that will allow them to RDP to our RDS server running server 2008 R2.

I have RDweb set up so they can do this. However, some hospitals are running windows xp with the active X plugins not enabled, so they aren't able to launch the RDP client from RDweb. They get the following error:

To use this website your computer must be running the remote desktops connection client. To continue, install the latest RDC client and the most recent updates from the Microsoft Update Web Site, and then try again.

Is there an easier way to create a link for users to RDP to our server without having to deal with out of date windows xp terminals?
