QuickBooks 2007 Multiuser Setup

I have a client and this weekend we swapped out his 2003 server for a 2012 server.
He uses QuickBooks 2007, and three PCs can access it.
I found the company files on the old server, so after installing QB on the new server, I brought the files over.
When installing on the server I chose the option that says "QB won't run on the server, it is just going to share the files".

Now when one user goes to login to QB, she gets an error that says "You are trying to work with a company file located on another computer and this copy of QB cannot reach the server on that computer".  She can see the shares on the server, including the QB share, so I don't think it's a networking issue.

What did I miss?
