404 server error when attaching files in OWA 2007

I have a SBS2008 server and my OWa users all have the follwing problem

When attaching a .doc/xls/pdf document document above +/- 20KB from IE of Firefox, the following error occured:
Servererror: 404 can’t find file or folder. The source you are looking for is probably removed.. The is a textbox in Dutch language. The server is Dutch.

When attaching a .txt file of other file less the +/- 20KB, everything goed normally and the mail can be sent. I tried all browsers and workstation OS, alle have the same issue.

Please also check maxAllowedContentLength and maxReceivedMessageSize parameter in web.config file. it is in byte.

For example (50 MB attachments):

<requestLimits maxAllowedContentLength="51200000" />
<httpRuntime maxRequestLength="51200" />

Changed both of these entries and reset IIS,
