Take a look at the Certificate Services migration guide which provides all of the necessary steps to accomplish this migration successfully.

After the migration, how to verify the migration was successful?

My colleague told me he migrated but disable it on the new server. I was shocked to hear that.

If the later the old server disable the certification service and enable it on the new server, would it cause any issues?
