iPhone enterprise control with iOS7

Has anyone found a good solution to control iPhones in a corporate setting?

We've been having our users sign up for their own Apple accounts so far (so they can buy whatever apps they want) but with the upgrade to iOS7, the iCloud "Find my iPhone" feature links the phone to the user account permanently until the user removes it from iCloud account.

Example - we had a employee leave, turn in his brand-new iPhone 5s.  I went to wipe and was blocked by the iCloud prompt for password.  I worked around using DFU mode to restore (http://theiphonewiki.com/wiki/DFU_Mode) and looked good, until it went to check in for activation and came back asking for the same password.  Called Apple and they basically threw up their hands and said that they can't do anything unless the user removes device from iCloud.

Trying to keep this from happening again.  Apple suggested setting up a common iCloud account and using that for all devices.  Anyone doing that or something similar?

we went the other route through HR. We held employee's final pay until they released the phone from their iCloud account.
we use Citrix's MDM solution for managing I phones/iPads and there's no way to get around that.
